Using the Office of Civil Rights to HELP parents get and keep treatment funding - Steve Kossor

The Office of Civil Rights can be accessed as a potent ally in the search for behavioral and psychological treatment funding for children with Autism spectrum disorders. Children with ASD can be enrolled in Medicaid as a "family of one" in at least 36 states -- family income is not counted -- and are thereby entitled under Federal law (as a Civil Right) to funding for treatment that is "sufficient in amount, duration and scope to reasonably achieve the purpose for which it is furnished." This treatment can include 1:1 behavioral support, ABA therapy and a host of other treatments. HBOT has been funded under EPSDT, for example. This is truly "the greatest treatment funding secret ever concealed" and now the Office of Civil Rights can be accessed to help parents overcome the obstacles that states have created to hide and obstruct access to EPSDT funding.
