Beyond The Medicaid - Education Connection
Participants will learn how American schools have been "tapping Medicaid" for billions of dollars in the past decade to supplement their special education budgets, while the needs of children for individual behavioral support providers in their homes and classrooms goes unmet. Steven Kossor
Licensed as a professional psychologist in Pennsylvania since 1981, Mr. Kossor has presented expert testimony in Federal court concerning Medicaid, the Early and Periodic Screening Diagnosis and Treatment (EPSDT) benefit, and how children with disabilities (this includes any child with an Autism spectrum diagnosis) should be able to access EPSDT funding for mental health treatment and behavior support needs in most states, regardless of family income.
